Genesee County - Chief Information Officer

Genesee County has an exciting opportunity for a Chief Information Officer (CIO). The CIO oversees and coordinates all County information resources, including information and data, processing hardware and software, telecommunications, and information system structures; responsible for implementation and coordination of the strategic information resources plan as defined by the Board of Commissioners.

The CIO oversees a staff of approximately twenty (20) employees and provides IT support for all county departments, offices as well as Circuit and District courts.  The position serves at the pleasure of the nine member Board of County Commissioners.

Desired Qualifications:

Bachelor's Degree in Business Administration, Accounting, or Computer Science with five (5) years administrative and/or supervisory experience in general technologies, telecommunications, office and information systems structure including mainframe, current application development platforms, networking, and office systems.

Salary: The salary will be set by the Board of Commissioners based on prevailing circumstances.

Job Description:

Innovation and Technology Director Recruitment Profile.

Under the direction of the Deputy County Administrator, directs the operations and activities of the Innovation & Technology (IT) Department with responsibility for articulating and nurturing a Countywide strategic information technology vision and coordinating technology and project management activities in the County. Provides strategic and tactical direction for the County's information and technology efforts. Collaborates with the operating departments of the County and contracted local government units to incorporate business process reengineering strategies in implementing IT functions in order to increase the quality and cost-efficiency of services rendered.

This is a full-time, benefited position working at the Fillmore Complex in West Olive, MI.

Essential Job Functions:

The qualified candidate will possess the abilities to perform the essential job functions including, but are not limited to, the following:

  • Provides proactive leadership in developing the County's IT vision and policy, ensuring that IT resources are managed in a manner that implements the mission of the County and the priorities established by the Board of Commissioners.
  • Provides overall management for the design, development, improvement and operation of the County's enterprise network, including infrastructure, operating systems and applications development and implementation.
  • Designs, develops, improves and implements a customer-focused, cost-effective organizational approach to ensure that all information technology systems, projects and services add value to operation and service delivery of County departments and programs.
  • Researches new and emerging technologies to improve the efficiency and effectiveness of County business operations, information management, and delivery of customer services and develops proposals and recommendations for the initiation of projects to incorporate new technologies into the County's operations.
  • Directs and participates in the design, development and implementation of security protocols and procedures to maintain the security and integrity of County data and network operations.
  • Directs and participates in the development of long-range strategic plans to meet the current and future information management and data communication needs of the County.
  • Directs and participates in the design, development, implementation and administration of policies and procedures governing the proper use and security of the County's information management technology.
  • Directs and participates in the development of requests for proposals for the design, development, installation and implementation of new computing platforms, hardware, and software applications to meet current and future information management and data communication requirements of the County.
    Directs and participates in the design, development, and implementation of disaster recovery plans and protocols for County data and operating systems.
  • Develops the annual operating, personnel and capital budget requests and controls operating, personnel and capital budgets. 
  • Reviews budgetary expenditures and revenues, and directs operating units to develop recommended responses to budget shortfalls in order to maintain the fiscal integrity of IT.
  • Administers policies and procedures for; hires and terminates; provides training, schedules and work direction for; evaluates the performance of; and fulfills other supervisory responsibilities for employees engaged in the development and administration of information management and voice, video and data communications resources to meet the business and information management requirements of all county users and their respective client populations.
  • Serves as owner's representative for the installation and implementation of new technologies, monitoring vendor progress against project benchmarks; and assessing and evaluating quality of project deliverables.
  • Analyzes quality control and quality assurance data to identify systemic problems and potential improvements in the design and implementation of information technologies throughout the County. 
  • Performs other functions as assigned.

Required Education, Training and Experience:

Bachelor's degree from an accredited institution in computer science, computer engineering, information technology, or closely related field combined with five years of progressively responsible experience in the design, development, installation and administration of multi-platform enterprise networks including three years of experience in project management and supervision of network engineering, applications development and/or end-user support staff and support staff; or an equivalent combination of education and experience.
